Safety Specialist (Technical Analyst IV)


This is a NASA Test Evaluation and Support TeamContract (TEST2) position and may be assigned to Jacobs Technology or ateammate company.

  • Ensurecompliance with Occupational Safety and Health Association (OSHA), EnvironmentalProtection Agency (EPA), National Fire Protection Agency (NFPA), Johnson SpaceCenter (JSC)/White Sands Test Facility (WSTF), and state and localrequirements.

  • Actas a mentor to management and employees for the implementation of the TEST2Safety Program.

  • Assistin procedure development and review technical documents to ensure compliancewith safety requirements.

  • Conductaudits/assessments and walk-through to ensure organizational compliance withsafety program.

  • Provideguidance to operations to ensure safe and environmentally responsible workpractices are implemented.

  • Identifyand communicate hazards, causes and effects as they apply to industrialworkplaces, construction sites, and aerospace test environment.

  • Develophazard controls and verifications to mitigate identified hazards. Independentlyanalyze and make recommendations for system design, equipment and procedures tocontrol or eliminate hazards.

  • Createor review hazard analysis products for facility test systems used in support offlight hardware testing using analytical techniques to include Hazard Analysis,Fault Tree, and Failure Modes and Effects Analysis.

  • ConductHSE training and design new training as needed.

  • Developoperational safety documents and perform hazard analysis/job hazard analysis asit pertains to facility safety.

  • Participatein test and facility readiness reviews as a subject matter expert.

  • Research,procure and train employees in the use of PPE required to mitigate identifiedworkplace hazards.

  • Performincident investigations to identify root cause and corrective actions.

  • Providereports and briefings to management as required.

  • Provideprogram management responsibilities for safety related programs and initiativesas required.

  • Performother duties as required.


BS degree in an area of HSE specialty;Industrial/Occupational Safety, Fire Protection, Industrial Hygiene, SafetyEngineering, or related HSE disciplinefrom anaccredited college or university and five (5) to eight (8) years of relatedexperience, or a MS degree and four (4) to six (6) years of related experience,or Ph.D. from an accredited college or university and zero (0) to three (3)years of related experience.

  • Musthave excellent communication and presentation skills.

  • Workingknowledge of OSHA, EPA, NFPA, ANSI safety related regulations.

  • Proficiencywith MS Office required.

  • Experiencewith Incident Injury Free and behavior-based safety techniques desired.

  • MSdegree in area of HSE discipline/specialty is preferred.

  • CertifiedSafety Professional (CSP), Construction Health and Safety Technician (CHST),Occupational Hygiene and SafetyTechnician (OHST), or Certified FireProtection Specialist (CFPS) certification is preferred.

Essential Functions

Physical Requirements

Position involvesextended periods of sitting. Physical requirements are sitting, walking,standing, use of stairs, and access to remote structures. Typically required tolift and hold up to 10 pounds. Position is located on a hazardous testingfacility; must be able to quickly evacuatebuildings in the event of an emergency.

Work Environment

Desk/office work and test area work. As necessary, must beable to travel to other work areas, be aware of safety requirements for thoseareas, and work within those constraints (e.g. access procedures and proper PPE). Walking on uneventerrain including paved areas, gravel/rocks, and dirt/sand is required toaccess various locations on the facility. Requires meetings with authors, customers,and upper management to discuss project requirements. All work must becompleted in a safe manner in accordance with NASA and Company safetystandards.

Equipment and Machines

Computer workrequired. Use of printer/copiers, calculator, printer, fax, scanner, telephone,filing cabinets, and other standard office equipment is required.


Regular attendance and punctuality is required. This is an exempt position but there will betimes when training, classes, and drills will require participation during offduty hours.

Other Essential Functions

Knowledge of Microsoft programs such as Word, PowerPoint, Excel, andProject is critical. Must be able tocommunicate effectively with individuals at all levels of the organization.Must work well under pressure to meet deadline requirements. Dress must beappropriate for the position and not pose a safety risk or hazard to theemployee or others in accordance with NASA and Company policies. Must be a U.S Citizen. Must possess a valid state driver’s license.Must pass a Federal background investigation. Must be able to pass a physical examination as determined by the NASAWhite Sands Test Facility and the Company for the job classification. Must submit to pre-employment drug testing.Must maintain site access to NASA facilities and computer systems.
