An Assessment Test May Be Administered

Under close supervision, performs compliance review, permitting, field inspections, engineering design and other engineering and survey related functions for county projects.

Prepare and oversee the engineering projects

  • Plan and design road, drainage, bridge, and other public works projects

  • Conducts research and maintains filing systems.

  • Plans, drafts, reviews, schedules and reports engineering studies and plans.

  • Prepare contracts as-builts technical specifications, bid documents, reports and studies.

  • Conduct construction inspections to ensure compliance with standards

  • Compiles project quantities for bidding projects and prepares cost estimates

  • Prepares cost estimates to determine project feasibility

Conduct engineering planning

  • Prepare applications for funding.

  • Assists public with questions, responds to and resolves public inquiries and complaints

  • Represent the Engineering Division and the County in meetings.

Oversee construction projects

  • Prepare plans and specs for projects; coordinate with the Purchasing Department for advertisement and bidding phases (RFP’s).

  • Conduct pre-bid and pre-construction meetings.

  • Manage and oversee construction projects.

  • Prepare and review change orders and contractor payments.

Manage and oversee traffic projects

  • Prepare and review traffic impact reports for review.

  • Conduct traffic studies, counts.

  • Evaluate data and prepare reports and plans for review

Storm Water program

  • Assist in preparing annual report for EPA.

  • Assist in collection of data required by EPA to maintain required permits.

  • Assist with SWPPP preparation and review.

  • Assist in coordinating tasks with other departments required by EPA.

  • Assist with coordinating required EPA training.

Assist compliance review section

  • Review for approval plans, plats, contracts, construction materials and schedules for all permitted construction projects and submittals.

  • Issue subdivision, grading, driveway, right-of-way, SWPPP and other permits when approved.

  • Review for approval special use permits, zone changes, variances and waiver requests.

  • Attend and provide input for various meetings including ETZ, ETA, DRC, and P and Z meetings.

ADDITIONAL DUTIES

Perform other job-related duties as required.

Education. Bachelor’s degree in civil engineering, engineering technology, or other engineering disciplines.

Experience. Any combination of education and experience that provides the knowledge and skills necessary to perform the essential functions of this position. The knowledge and skills are generally acquired through attainment of a Bachelor’s degree in Civil Engineering or Engineering Technology. Prior experience with computers, including surveying, GIS. Arc View, AutoCAD is preferred.

Education/Experience substitution. None.

Licenses/Certifications. Certification as an Engineering Intern with the N.M. State Board of Registration for Professional Engineers and Surveyors is preferred upon hire, or must obtain within one year. Must have a valid Class D driver’s license.

Other. Must submit to a background check and driver’s license record.

Knowledge/Skills/Abilities

Should have knowledge of principles and practices of civil engineering and surveying; state and local standards for construction and design, various engineering and office software programs including AutoCAD, HEC-RAS, Microsoft Office or related programs; proper methods to maintain accurate records; computer operation, applicable software and general office equipment.

Should have skills in computer and GIS operation; gathering, plotting and researching applicable information; organizing and prioritizing numerous tasks; using initiative and judgment in working independently while recognizing matters to refer to supervisor; analyzing problems and making recommendations; and establishing and maintaining effective and cooperative working relationship with others.
